As for the success of the effort, anybody have a handle on how effective those warnings have been? Or more to the point, on why smuggling (especially into "progressive" jurisdictions) still pays big bucks in spite of costs and risks?

This is simply a “bright idiot” suggesting a “brand new idea” from a position of total ignorance of the subject matter. Because when all the best answers are “common sense,” why would anyone need to do the homework?

I have a more modest proposal - reduce Washington's state tax on tobacco to make the cost to the consumer comparable to Oregon and Idaho. No additional enforcement costs would be incurred as they would not be necessary as it would be more costly to the consumer to go out of state to purchase tobacco.
