I'd be curious to know the split of residents making noise and those who enjoy living in an area where they've always had access to nearby areas.
Methinks Jane has a broader agenda:

The fact that "A person was recently ticketed for illegal shooting" also tells us there are already restrictions in the area that the "reporter" has not seen fit to elaborate on.
